According to the trooper report, Dawson was driving down the Sterling Highway near the intersection of the south end of the North Fork Road when he lost control of his vehicle, driving off the road and flipping the car one time.
A passing motorist said he had observed Dawson swerving on the road prior to the accident, and troopers say an open can of beer was found next to the driver's seat.
Passenger David Jackinsky sustained lacerations to his hand, neck, forehead, eyebrow and eyelid in the accident, the report said, and he, along with Dawson, were transported to the South Peninsula Hospital for treatment.
Dawson was later reported to have a blood alcohol level of .101.
Laws allow Dawson, and others who cause damage to property or persons with the car they are driving, to be charged with assault.
A 19-year-old Homer man was arrested and charged with sixth-degree misconduct involving a controlled substance last week in the parking lot of a local grocery store.
The teen displayed "signs of being under the influence of marijuana, which included slow movements, bloodshot, glassy eyes, and a faint odor of marijuana emitting from his breath or person," according to court documents.
He provided to officers a baggie containing a "leafy substance" that tested positive for THC, the active ingredient in marijuana.
