Can't plow drivers lift their blades?

Dear D.O.T.,

I am not a vindictive person. But — if I had the wherewithal, I would load up the 4-by-5 feet of icy chunk berm at the foot of my driveway (three times now over this five-day blizzard, not to mention for each manageable snowfall this winter that you left — is it against policy to lift the blade?) and haul it to the foot of your driveway and dump it there.

Maybe my neighbors would like to join in on this awareness raiser? If I only knew where you live. For some reason I would then feel that this snowfall is indeed the most beautiful I've seen in 10 years.
