Ordinance 10-13, which would have revised and repealed sections of City Code, failed for lack of a motion.
Ordinance 10-14, which would have established a revolving energy fund of $315,691 to be taken from 13 facility depreciation accounts, was introduced, with a second reading to be March 22.
The revolving energy fund would look for small or large-scale projects where the city could invest money in the short term, and get a return on that investment in energy savings.
Ordinance 10-15, which would accept $161,979.77 for purchasing electric and heating fuel through a grant from the American Recovery and Reinvestment Act, was passed by introduced, with a second reading on March 22.
RESOLUTIONS
Resolution 09-113, which would have established the 2010 mill rate for the Ocean Drive Loop Special Service District, was postponed until the first meeting in May.
Resolution 10-25, which would express support for a city application to the Alaska Coastal Impact Assistance Program to reconstruct 850 feet of the Beluga Slough Trail, was passed by consent.
Resolution 10-26, which would award a $20,000 contract to Aha Consulting Inc of Lake Oswego, Ore., to redesign the city's Web site, was passed by consent.
Aha Consulting Inc's bid was just one of 11 bids received. The most local bids came from Applied Microsystems in Anchorage and Resource Data Inc in Anchorage.
