A record turn out of the voters of Homer gave the mandate to incorporate on Tuesday, March 10, 1964. In a surprising landslide, the vote was 258 for and 141 against. In the 12 hours the polls were open, the citizens of the new first class city of Homer, 399 strong, served notice overwhelmingly that the day had come when they would no longer stand still and would march down the road to progress.
