A Kenai grand jury last week indicted a Homer man for kidnapping and assault. Kevin Kiel, 47, was charged with two counts of kidnapping, one count of second-degree assault and three counts of third-degree assault. According to a criminal complaint, Alaska State Troopers about 12:30 a.m. March 10 went to a Homer woman’s home after the woman reported she’d been assaulted.
Troopers allege that Kiel and the woman got in an argument, and the argument escalated into a fight where Kiel is alleged to have restrained and hit her . The woman said she was hit and choked and blacked out. After being unable to get a signal on her cell phone, the woman ran to her neighbor’s house and called 911. She alleged Kiel chased after her on his four-wheeler. Homer Volunteer Fire Department emergency medical technicians took the woman to South Peninsula Hospital, where she was treated for her injuries.

In an interview with police, the girl said that beginning two years ago when Oskolkoff lived in Nikolai, he took nude Polaroid photographs of her and began fondling her. The abuse continued in Homer, the girl alleged. Police served a search warrant on Oskolkoff’s home and found nude photos of the girl.
