Homer Fish and Wildlife Protection Troopers on July 8 cited Lloyd Moore, a 37-year-old Homer man, for operating a personal watercraft in the Kachemak Bay Critical Habitat Area.
Troopers on July 7 arrested Robert L. Whitaker, 68, for driving under the influence but not while impaired by alcohol. An off-duty trooper at 4:03 p.m. saw a man driving south on the Sterling Highway he suspected might be driving impaired. The trooper stopped the man on the Ninilchik River bridge. A second trooper arrived. Troopers allege Whitaker denied drinking any alcohol. The troopers said they did not detect an odor of alcohol either. Whitaker told troopers he took pain medication at about 10 a.m. that morning. Troopers said the man told him the medication makes him want to go home and go to bed. They allege his speech was slow and voice was soft. They also allege he failed field-sobriety tests. Whitaker took a blood-alcohol test that showed no alcohol content.
Police at July 6 arrested a 24-year-old man for furnishing alcohol to a minor and contributing to the delinquency of a minor after citing the man's 16-year-old brother for minor consuming alcohol. The boy told police that his brother gave him several cans of Ice House beer earlier that evening.
A Colorado man fell out of the back of a Chevrolet pickup truck near Mile 10 East End Road about 11:30 p.m. July 11, suffering abrasions and other minor injuries. Troopers arrested the driver, Joseph Graham, 23, also from Colorado, for driving while intoxicated and reckless endangerment. Troopers allege Graham was driving between 40 and 60 mph when his friend fell out. He told troopers he stopped to check on his friend, who was lying in a ditch, and that he "appeared to be asleep." Troopers said the man had a .192 blood alcohol level.
Police arrested Anatoly Kojin, an 18-year-old Nikolaevsk man, for fourth-degree theft following the report that someone stole the tip jar containing about $25 from the Frosty Bear Ice Cream Parlor on the Homer Spit and fled in a black, four-door passenger car. Police contacted three suspects and allege two suspects told them Kojin drove the car. The suspects said they went to a dumpster near the Fishing Hole on the Homer Spit and broke open the tip jar, using the money to buy gas and groceries.
