The harbor officer, who asked that his name not be used, reported that the raft was adrift about 500 feet off the Homer Spit and moving east, and was eventually landed on the beach near the Seafarer's Memorial. The men told the harbor officer they would return for the raft. The harbor officer said the men did not wear personal flotation devices and were dressed in street clothes. When a police officer arrived, he found the raft and contacted the two men on the beach.
