Mixing zones are areas where treated wastewaters mix with, and are diluted by, receiving waters. The DEC-proposed change would permit mixing zones in spawning areas when they do not adversely affect the capability of the area to support fish spawning, incubation and rearing in rivers and streams. According to the DEC's Web site, mixing zone regulations would also be reorganized under the proposal.
In a press release this week, Sen. Gary Stevens said that the DEC's proposal would ease mixing zone restriction in salmon spawning zones.
"I am very concerned about the negative impact any change in mixing zone requirements will have on the health of Alaska's citizens and fisheries, and the ability to Alaska to promote and market its fish," said Stevens in a news release this week.
