Troopers bust party, cite minors for alcohol

Alaska State Troopers early last Saturday went to a report of drivers racing cars on Circle Lake Road, near Mile 19 East End Road. They responded and found about 50 juveniles at a party with alcohol at about Mile 1 Circle Lake Road. Troopers said many juveniles ran from the area and others attempted to drive away. Troopers broke up the party and impounded a vehicle abandoned in the middle of the road. Several adults were contacted and helped troopers remove kids and vehicles from the area. Troopers said all juveniles contacted were highly intoxicated.

Troopers at 8:55 p.m. Nov. 8 stopped the driver of a Dodge crew cab pickup truck near Mile 19 East End Road for a traffic violation. They found eight people in the truck, three age 21 or older and five under age 21. The 21-year-old driver had been drinking, but was not intoxicated, troopers said. Troopers allege five minors in the truck consumed or possessed alcohol. Troopers found a 12-pack of Bud Light beer in the back seat. They cited Anna Polushkin, 19, of Willow; Kiprian Reutov, 18, of Anchorage; Anisia Ivanov, 16, of Palmer; Andy Reutov, 18, of Kachemak Selo and Anastacia Reutov, 19, of Willow for minor consuming or possessing alcohol. Kiprian Reutov and Andy Reutov had blood-alcohol levels over .20, troopers alleged. Troopers said the people had come from a party at a house near Mile 16 East End Road that was the scene of a stakeout on Nov. 5 (see story above).

Homer Police summonsed Kilea Brown, 16, for driving without an operator's license and failure to give immediate notice of an accident. In court documents, police allege that on the morning of Nov. 1 Brown was driving a white 1998 Ford pickup belonging to Homer Electric Association when the vehicle left the roadway and landed on the driver's side in the ditch near Mile 169.5 Sterling Highway. Police allege Brown and a passenger left the vehicle and fled on foot when they saw police cars approaching the accident. Police said Alaska Division of Motor Vehicles records show Brown does not have a valid operator's license. Police said the truck was stolen from the HEA yard on Heath Street sometime between 5 a.m. and 6:30 a.m. that morning.

Troopers on Nov. 7 at 3:41 p.m. received a report from a Nikolaevsk woman that her 18-year-old son took her car and $60 from her wallet to go buy marijuana. Trooper Ryan Browning patrolled the area and saw the suspect vehicle at 4:33 p.m. near Mile 4 North Fork Road. He stopped the car and contacted Anatoly Kojin, the driver and only occupant, and arrested him for first-degree vehicle theft, a felony. While searching him, Browning found a small baggy with a green leafy substance that tested positive for marijuana. He also found a $20 bill and 92 cents in change. Kojin was also charged with sixth-degree misconduct involving a controlled substance.

Alaska State Troopers at 2:07 a.m. on Nov. 6 saw a red Nissan pickup truck with a license plate that was not illuminated on Oil Well Road near Holly Road in Ninilchik. Trooper Bryan Barlow turned on his emergency lights and siren and tried to stop the pickup driver. In court documents, Barlow alleges that the driver then sped up on Holly Road, turning right on Lingonberry Street, left on Deerfield Road, then left on an unmarked road and down a logging road. The truck stopped after getting stuck on a log. The driver fled and Barlow could not find the suspect. Barlow said the speed of the eluding vehicle averaged about 45 mph. The truck was impounded and Alaska Public Safety Information Network records showed the registered owner was Sven Rofkar of Ninilchik. Troopers found a cellular telephone and driver's license belonging to Rofkar in the truck.

Barlow contacted Rofkar by telephone and he met with him at the Ninilchik trooper post. Barlow alleged that at first Rofkar claimed the truck was missing, but changed his story and admitted he drove the truck and did not stop. He said he did not have insurance and his driver's license was suspended for failure to maintain liability insurance. Troopers summonsed Rofkar for evading and eluding a police officer and driving while license suspended.
