October 31
An officer at 3:30 p.m. gave a 31-year-old woman a summons for driving without a license or registration at Mile 1 East End Road. The vehicle was released to a licensed driver.
November 1
A caller at 8:44 a.m. reported seeing possible smoke on Spruce Lane. An officer went to the scene and found it was a controlled burn.
A caller at 1:59 p.m. reported a dome tent on their property that was not supposed to be there. An officer went to the area and found that the tent was abandoned.
A caller at 4:59 p.m. reported an intoxicated man causing a disturbance on Hazel Avenue. An officer went to the scene and the man was issued a trespass notice for the area.
A caller at 9:27 p.m. reported a customer breaking glass and then leaving the area on Shelford Avenue. The customer was issued a summons for fourth-degree criminal mischief.
Callers at 10:32 p.m. reported a man with hostile and aggressive behavior in and around a store on East Pioneer Avenue. An officer went to the scene.
November 2
A caller at 7:05 a.m. requested a welfare check for a man that was locked in the restroom with a power cord at Ramp 5 on Spit Road. Officers went to the scene.
A caller at 11:53 a.m. reported a man slumped over on Lake Street. Officers went to the scene.
An officer at 1:51 p.m. assisted medics with a medical call on Main Street. A man was taken to South Peninsula Hospital.
An officer at 5:05 p.m. was advised of a possible shoplifter on Lake Street. A 53-year-old woman was arrested for concealment of merchandise and fourth-degree theft.
A caller at 5:55 p.m. reported counterfeit money being passed at a store on East Pioneer Avenue. An officer went to the area.
An employee at 7:03 p.m. requested assistance with an unruly patient on Bartlett Street. Officers went to the scene.
November 3
A business at 12:27 p.m. called to report person detained for shoplifting on Lake Street. A 19-year-old man was charged with fourth-degree theft.
A caller at 12:34 p.m. reported that he was assaulted at Poopdeck Street and Hazel Avenue. The caller did not give his name. An officer went to the area.
A caller at 6:41 p.m. reported that a man in a business on East Pioneer Avenue was causing a disturbance, and that he had threatened suicide when asked to leave. An officer went to the area.
A caller at 7:17 p.m. reported an intoxicated man causing a disturbance on West Pioneer Avenue. An officer went to the scene.
November 4
Officers at 2:04 a.m. arrested a 26-year-old woman for driving under the influence at East End Road and East Hill Road, and took her to the Homer Jail.
A caller at 3:01 a.m. reported a moose in the roadway at East End Road and Sabrina Road from a motor vehicle accident, but there was no vehicle around the scene.
A caller at 10:47 a.m. reported a man using drugs in the Bidarka Inn bathrooms on the Sterling Highway. An officer went to the scene.
A local shelter at 1:42 p.m. requested a volatile man on East Pioneer Avenue be issued an indefinite trespass notice from the property.
A business at 4:27 p.m. reported a man was trespassing on its premises on the Homer Bypass. A 26-year-old man was charged with trespassing.
A caller at 7:35 p.m. reported that juveniles were trying to find someone to buy alcohol from on the Homer Bypass. An officer went to the scene, but found no one around upon arrival.
An officer at 7:55 p.m. removed debris from the roadway at Mt. Augustine Drive and the Sterling Highway.
A caller at 8:22 p.m. reported an injured man on Crossman Ridge. An officer and medics went to the scene.
November 5
An officer at 12:27 a.m. warned a driver for driving under the influence at Adams Drive and East End Road.
A caller at 4:14 p.m. made a Report Every Drunk Driver Immediately (REDDI) report on a vehicle on the Homer Bypass. An officer went to the area but was unable to locate the driver.
A caller at 4:25 p.m. reported squatters and drug paraphernalia at a dilapidated building on Heath Street. An officer went to the location and gave two people a trespass warning.
Troopers
September 22
Alaska State Troopers at approximately 8:08 p.m. witnessed a vehicle drive into the ditch near Mile 163 Sterling Hwy. A female driver was identified as a 39-year-old Homer woman. Investigation revealed the woman, a felon, was in possession of a pistol. She was arrested and transported to Homer Jail.
September 30
Alaska State Troopers dispatch at approximately 7:18 p.m. received a report of a female firing a gun in the direction of people in the village of Nikolaevsk. Troopers responded to the location and identified the female as a 58-year-old Nikolaevsk woman. Investigation revealed she fired a handgun, but witness statements varied greatly. Charges of third-degree assault were sent to the District Attorney’s Office.
October 11
Alaska State Troopers at 3:09 p.m. received a report of a burglary and vehicle theft from a residence in Anchor Point. On Oct. 15 at approximately 3 p.m., the stolen vehicle was located abandoned in Anchor Point. The vehicle was returned to the owner. No suspect(s) at this time and the investigation in on-going.
October 14
Alaska State Troopers at 11:27 a.m. received a report of a theft from a storage shed off of DaMar Loop in Homer. The suspect(s) stole several items including a Sachs Dolmar Chainsaw (S/N:064419), fishing poles, fishing gear, and miscellaneous tools. The investigation is still ongoing.
October 26
Alaska State Troopers at 6:27 p.m. received at report of a disturbance at mile post 128 of the Sterling Highway. Investigation revealed a 21-year-old Wasilla man committed the crimes of domestic violence-related fourth-degree assault and domestic violence-related third-degree criminal mischief. He was arrested and remanded to the Homer jail for his charges.
October 28
Alaska State Troopers at 8:28 a.m. received a report of a disturbance at a residence off of Dorothy Avenue in Anchor Point. Investigation revealed a 42-year-old Anchor Point man committed domestic violence-related fourth-degree assault. The man left the scene prior to AST arrival. AST forwarded charges to the Kenai District Attorney’s Office and requested a warrant for his arrest.
Alaska State Troopers at 12:34 p.m. received a report of a disturbance at a residence off of Veiled Street in Anchor Point. Investigation revealed a 28-year-old Homer resident committed two counts of domestic violence-related fourth-degree assault. The person left the scene prior to AST’s arrival but was contacted by Homer Police Department on a traffic stop. They were remanded to the Homer jail for her charges.

Rebecca L. Carroll, 25, charges dismissed, no motor vehicle liability insurance, fourth-degree theft, and improper use of registration, title or plate. Carroll pleaded guilty to driving without a valid operators license and was fined $150 with nothing suspended. She also pleaded guilty to fourth-degree misconduct involving a controlled substance. She was sentenced to 30 days in jail or on monitoring with 30 days suspended; ordered to pay restitution in an amount to be determined, $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to forfeit all items seized as evidence; placed on probation for one year; and ordered to get a substance abuse evaluation and follow all its recommendations.
Lukia V. Martishev, 21, charge dismissed, endangering the welfare of a minor. He pleaded guilty to reckless driving and was fined $1,000 with $500 suspended and sentenced to 30 days in jail or monitoring with 30 days suspended; ordered to pay $50 to support the Police Training Fund and a $100 suspended jail surcharge; and had his licensed revoked for 30 days.
Shelly M. Carl, 25, charge dismissed, reckless endangerment. Carl pleaded guilty to driving under the influence. She was fined $2,000 with $500 suspended and sentenced to 30 days in jail with 24 days suspended; ordered to pay $75 to support the Police Training Fund, a $150 jail surcharge with $100 suspended and the $66 cost of imprisonment or monitoring; ordered to attend an alcohol safety action program and install an ignition interlock device; had his driver’s license revoked for 90 days; and was placed on probation for one year.
Deborah S. Adkins, 51, pleaded guilty to driving without a valid operators license. She was fined $150 with nothing suspended and ordered to pay $50 to support the Police Training Fund.
Roy E. Burke, 39, pleaded no contest to third-degree theft. He was sentenced to 5 days in jail with no days suspended; and ordered to pay $50 to support the Police Training Fund and a $50 jail surcharge.
