Judgments

Angelo H. Martin, 30, pleaded guilty to disorderly conduct. He was sentenced to 10 days in jail with 10 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; and was placed on probation for one year.

Earl Ray Watson, 35 pleaded guilty to no motor vehicle liability insurance. He was fined $300 and ordered to pay $55 to support the Police Training Fund. He also pleaded guilty to not having a valid operator’s license and was sentenced to 10 days in jail with 10 days suspended and ordered to apply for an Alaska Permanent Fund Dividend and pay restitution.

Matthew F. Gallien, 51, pleaded guilty to violating conditions of release. He was fined $1,000 with $1,000 suspended and sentenced to 90 days in jail with 70 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; and was placed on probation for three years.

Stephen C. Kvasnikoff, 33, pleaded guilty to an amended charge of fourth-degree assault, domestic violence. He was sentenced to 360 days in jail with 330 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100; ordered to enroll in and complete a batterer’s intervention program and attend an alcohol safety action program; ordered not to contact his victim without her written consent; and was placed on probation for three years.

Steven J. Abeldgaard, 58, pleaded guilty to violating conditions of release. He was sentenced to 90 days in jail with 80 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; and was placed on probation for one year.

Byron Cullenberg, 22, pleaded guilty to an amended charge of taking illegal big game. He was fined $500; ordered to pay $10 to support the Police Training Fund and ordered to forfeit moose meat. 

Lance A. Lane, 18, pleaded guilty to failure to file harvest tickets and reports. He was fined $250 and ordered to pay $10 to support the Police Training Fund.

Kenneth C. Altman, 21, pleaded guilty to attempted fourth-degree misconduct involving a controlled substance. He was sentenced to 180 days in jail with 160 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to attend an alcohol safety action program and forfeit items seized; ordered not to possess, consume or use any controlled substances unless prescribed by a doctor; and was placed on probation for three years. He also pleaded guilty to making a false report and was sentenced to 30 days in jail with 30 days suspended.

Christopher D. Skaggs, 50, pleaded guilty to driving under the influence. He was fined $2,000 with $500 suspended and sentenced to 90 days in jail with 87 days suspended; ordered to pay $75 to support the Police Training Fund, a $150 jail surcharge with $100 suspended and the $330 cost of imprisonment; ordered to attend an alcohol safety action program and install an ignition interlock device; had his driver’s license revoked for 90 days; and was placed on probation for one year.

Aaron M. Rael-Catholic, pleaded guilty at his arraignment to fourth-degree assault, domestic violence. He was fined $1,000 with $1,000 suspended and sentenced to 90 days in jail with 85 days suspended and to perform 40 hours of community work service to satisfy jail time; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to provide a DNA sample and attend an alcohol safety action program; ordered not to contact his victim without her written consent; and was placed on probation for one year.
