Lt. Randy Rosencrans, left, Lt. Will Hutt and Sgt. Ryan Browning pose in front of the Homer Police Station late last month. Rosencrans retired May 31 as the second-in-command of the police department, and Hutt was promoted from sergeant to lieutenant to take over. Browning was promoted from officer to sergeant to fill the vacancy created by Hutt’s promotion.
