A caller at 10:04 a.m. reported the Lake Street stoplight wasn’t working. A power outage affected the light.
A caller at 2:19 p.m. reported hearing possible sounds of firearms in the Rogers Loop area inside city limits.
A caller at 3:54 p.m. reported illegal camping on East End Road. Police responded.
A caller at 5:16 p.m. reported tent campers at a Bowers Street address and a man acting strangely. Police contacted the man and found his family owned the property.
A caller at 5:39 p.m. reported children unattended in a vehicle parked at a Sterling Highway lot. Police responded.
A caller at 6:28 p.m. reported a person with suicidal ideas at an East End Road address. Police responded.
A caller at 8:49 p.m. reported two people trying to approach a moose on Hazel Avenue. Police responded and found the moose was OK with no one around.
April 25
A woman at 10:56 a.m. came to the police station to report a theft from her car parked on Bonanza Avenue.
An 18-year-old man at 11:05 a.m. turned himself in at the station on a warrant.
A caller at 12:38 p.m. reported a missing horse near Mile 164 Sterling Highway. Police referred to issue to the Alaska State Troopers.
A man at 3 p.m. came to the station to report a theft from a boat parked on Nordby Avenue. The theft was outside city limits and police referred the case to the troopers.
A man at 3:45 p.m. reported being harassed.
Another agency at 4:58 p.m. asked police to be on the lookout for a stolen vehicle. Police found the vehicle parked on Ohlson Lane.
Police at 8:33 p.m. assisted troopers with serving a warrant at a Main Street address.
Police at 11:25 p.m. observed drug paraphernalia in a vehicle previously contacted. Police arrested a 39-year-old man for possession of methamphetamines.
April 26
A caller at 12:42 a.m. reported a suspicious man in the Bay Avenue area.
A caller at 10:19 a.m. reported a problem with a landlord. Police provided the caller with options.
A caller at 10:54 a.m. asked police to do a probation check on a 44-year-old man. Trooper went to a Spit address and found the man had died. No foul play was detected. Next of kin was notified.
A person at 1:40 p.m. made a 911 call that a man caused a disturbance at an East End Road address. Police responded.
A caller at 2:51 p.m. asked police to do a welfare check on a man lying in a parking lot on the Spit. Police contacted the man and provided him safe transportation home.
A caller at 6:42 p.m. reported a dead moose in the yard of a Hillside Place home. Police notified the Alaska Department of Fish and Game.
April 27
A caller at 9:50 a.m. reported a person texting while driving on Pioneer Avenue.
Police at 10:15 a.m. were to be on the lookout for a stolen vehicle.
A caller at 2:01 p.m. asked to have a person issued a trespass notice from a Sterling Highway business.
A woman at 3:44 p.m. came to the station with a suspicious package she received in the mail.
A caller at 4:29 p.m. reported possible embezzlement.
A caller at 6:30 p.m. asked police to do a welfare check on three children at a Bay Avenue home.
Police at 7:03 p.m. contacted a person driving on the Sterling Highway and cited the person for driving while license revoked.
A caller at 7:15 p.m. made a “report every dangerous driver immediately” complaint of a driver near Mile 2 East End Road. Police stopped the driver but did not find any impairment.
A woman with a child at 10:13 p.m. flagged down an officer. Police provided the woman an escort to South Peninsula Hospital.
April 28
A caller at 10:01 a.m. reported a theft from a Spit building.
A caller at 1:15 p.m. asked police to issue a trespass notice to a person from a Sterling Highway business. Police contacted the person and issued the notice.
Police at 1:48 p.m. contacted a 21-year-old woman near Mile 3 Spit Road and arrested her on a warrant and for driving without a license.
A caller at 2:41 p.m. reported a man squatting on private property on Main Street. Police contacted the man and issued him an indefinite trespass notice.
April 29
Police at 4:48 a.m. found a vehicle in the ditch on West Hill Road. The vehicle was unoccupied.
A caller at 9:19 a.m. made a REDDI complaint of a driver on East End Road. Police contacted the driver and provided transport.
A caller at 10:02 a.m. asked police to do a welfare check on a man at a Sterling Highway business. Police and medics responded.
A caller at 11:10 a.m. reported a suspicious package. Police responded and put the contents in lost-and-found.
A caller at 11:17 a.m. reported a woman broke into his West Hill Road apartment. Police responded and determined it was a civil matter.
A person at 1:49 p.m. made a 911 call of a theft at a Sterling Highway address. Police responded and determined the theft was unfounded.
A caller at 2:10 p.m. reported a runaway juvenile.
A caller at 3:48 p.m. reported children fighting on the Spit and said one child had a big stick.
A caller at 4:23 p.m. reported items taken from his boat on the Spit.
A person at 4:31 p.m. made a 911 call of a dog stolen from a locked car on the Spit. Police left a message for the animal control officer. The dog was later located.
A caller at 9:36 p.m. reported tourists approaching moose too closely while taking photos on the Sterling Highway.
A person at 10:02 p.m. made a 911 call of a REDDI driver on the Spit. Police stopped the suspect driver and found the driver had a breath-alcohol level below the legal limit. Police issued a DUI warning and instructed the driver to park the car for the night.
April 30
A caller at 3:19 a.m. reported a man in a Pioneer Avenue parking lot who refused to leave and was yelling loudly. Police responded and arrested a 24-year-old man for disorderly conduct.
A person at 4:39 a.m. made a 911 call of a possible drunk driver on Mariner Drive. Police responded and found a vehicle in the ditch. Police provided transport.
A caller at 10:47 a.m. reported a person camping illegally on Bishop’s Beach. Police responded but did not find any camping equipment.
A caller at 11:42 a.m. reported seeing a flare from a vessel on Kachemak Bay. Police notified an agency.
A caller at 2:36 p.m. reported an animal complaint at a Jeffery Avenue address. Police responded.
A caller at 9:28 p.m. reported a dead eagle on the Spit. Police notified the U.S. Fish and Wildlife Service.
Troopers
April 23
Alaska State Troopers at 8:26 p.m. made a traffic stop on a 42-year-old Homer woman for not wearing her seat blet. Troopers said the woman did not have a valid driver’s license and that the registration tab on the license plate belonged to another vehicle. Troopers issued her a summons for misuse of plates.
April 24
Troopers at 9:41 p.m. went to a disturbance on Dorothy Drive in Anchor Point. A trooper contacted a 30-year-old Anchor Point woman at the home who troopers said was uninvited. The trooper found the woman on the back porch of the home banging on a door. She refused to leave when asked to by the trooper. She then stripped naked and challenged the trooper to a fight. While the trooper tried to arrest her she fought him and tried to strangle him. The woman then commanded her two dogs to attack the trooper and the homeowner. The trooper and homeoner had non-life threatening bites. The trooper restrained the woman and arrested her.
April 26
Troopers at 3:26 p.m. received a report of a stolen vehicle being driven on the Sterling Highway near Anchor Point. Troopers tried to stop the vehicle. The driver failed to stop and led troopers on a pursuit to Ninilchik. The driver went onto the beach. Two people in the vehicle got out and tried to climb a cliff, but troopers stopped them. Troopers said there was a stolen weapon in the vehicle. Troopers arrested the driver, a 27-year-old Homer man, for third-degree weapons misconduct, first-degree failure to stop and reckless driving. The passenger, a 37-year-old Anchorage man, was arrested for third-degree weapons misconduct. The investigation into the stolen vehicle continues.
April 30
Troopers at 4:55 p.m. attempted a traffic stop on the driver of an orange 2005 Ford Crown Victoria near Mile 55 Seward Highway in Turnagain Pass. The driver sped away heading north. Troopers pursued the car for 20 miles and deployed spike strips to try to end the chase. The driver swerved to avaoid the spike strips, crashed into a guardrail, lost control and hit a Dodge Durango and a Ford pickup in a line of cars stopped at the scene. The driver then turned around and headed south. Near Mile 62 Seward Highway the Crown Victoria was disabled. The driver tried to flee, but troopers caught him. Troopers charged the driver, a 21-year-old Homer man, with driving under the influence, drugs, four counts of third-degree assault, leaving the scene of an accident and no vehicle insurance. Troopers also arrested him on an outstanding warrant for a probation violation.

Lindsey Edward T. Porkorny, 30, charge dismissed, fourth-degree theft.
Patricia L. Pierce, 26, charge dismissed, fourth-degree theft.
Jacob J. Stough, 27, charge dismissed, first-degree burglary. He pleaded guilty to two counts of fourth-degree assault. On the first count he was sentenced to 90 days in jail with 60 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended ; ordered to provide a DNA sample on demand; was ordered not to have contact with his victim; and was placed on probation for three years. On the second count he was sentenced to 90 days in jail with 60 days suspended.
Charles W. Tangman, 32, Anchor Point, charges dismissed, fourth-degree theft, fourth-degree misconduct involving a controlled substance. He pleaded guilty to first-degree criminal trespassing. He was sentenced to 30 days in jail with 30 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to get a controlled substance referral and comply with treament recommendations, including in-patient treatment; ordered not to have contact with a Mark Lane address except to retrieve vehicles with police rescort; ordered to forfeit items seized; ordered to apply for an Alaska Permanent Fund Dividend and pay restitution; and was placed on probation for one year. He also pleaded guilty to fifth-degree criminal mischief and was fined $500. He also pleaded guilty to fourth-degree misconduct involving a controlled substance and was sentenced to 30 days in jail with 30 days suspended.
Frank L. Loosli, 60, Anchor Point, pleaded not guilty to driving while license cancelled, suspended, revoked or limited. He was found guilty by a jury and was sentenced to 20 days in jail with 10 days suspended; ordered to pay $50 to support the Police Training Fund, a $150 jail surcharge with $100 suspended; and was placed on probation for one year.
Vasily A. Kalugin, 50, Fritz Creek, pleaded guilty to driving while license cancelled, suspended, revoked or limited. He was sentenced to 10 days in jail with 10 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; and was placed on probation for one year.
Levi A. West-Harkness, 26, pleaded guilty to fourth-degree misconduct involving a controlled substance. He was fined $1,000 with $1,000 suspended and sentenced to 360 days in jail with 330 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; ordered to get a substance abuse evaluation and complete any recommended in-patient treatment, with credit for treatment applied to jail time; ordered not to possess, consume or use any controlled substance unless prescribed by a doctor; and was placed on probation for one year.
