A caller at 12:37 p.m. reported multiple vehicles rolling coal on a public gathering at Pioneer Avenue and Lake Street. Officers were advised.
A person at 7:28 p.m. went to the police station to report a domestic dispute after the fact that happened on West Danview Avenue. Officers went to the home and found no crime was clearly expressed. The officer provided the woman with a ride to a different location to spend the rest of the evening.
Officers at 11:33 p.m. assisted with a medical response on Main Street.
October 4
A 62-year-old man at 7:52 p.m. was arrested for driving under the influence of drugs at Mile 1 East End Road.
A caller at 8:05 p.m. reported a vehicle rollover with injuries at Mile 2 Kachemak Drive. A 38-year-old man was arrested for driving under the influence of alcohol.
A caller at 10:21 p.m. reported a man acting suspiciously on Heath Street. An officer went to the scene and made a security check of the adjacent business but was unable to locate the man.
An agency at 11:23 p.m. reported a suicidal person leaving the premises of their facility on Bartlett Street. Officers went to the scene.
October 5
A caller at 2:16 p.m. reported a person that needed to be indefinitely kept from a property on the Homer Bypass with a trespass notice. An officer went to the area.
A caller at 8:35 p.m. requested a welfare check for a suicidal friend on East End Road. Officers and medics went to the scene.
An officer at 9:13 p.m. made a traffic stop on the Homer Bypass and cited a driver for driving without license or registration.
An officer at 10:26 p.m. made a traffic stop at Ocean Driver and FAA Road, and warned a driver for speeding.
October 6
An officer at 1:16 a.m. made a traffic stop at Rogers Loop and the Sterling Highway, and arrested a 39-year-old man on an arrest warrant.
A caller at 1:52 a.m. reported loud music and suspicious activity on Tamara Street, and requested patrols of the area. Officers went to the scene.
A caller at 2:20 p.m. reported a crow with a blow dart in its chest at Mile 4 Spit Road. Officers went to the scene.
A caller at 2:33 p.m. reported people on the beach near Mile .5 Spit Road. possibly trapped by the tide. An officer went to the scene and found the people were OK.
A caller at 6:27 p.m. reported that a woman needed to be kept from a location on the Homer Bypass with a trespass notice. An officer went to the scene and advised the woman about the trespass issue, and she left the area.
A caller at 9:08 p.m. reported a theft from a yard on Mattox Street. An officer was advised and the items were recovered and returned to the owner.
October 7
A caller at 12:45 a.m. reported suspicious circumstances at East Pioneer Avenue and Heath Street. An officer contacted the person of suspicion and provided them with transportation home.
A caller at 9:24 a.m. reported a man walking down the center of the roadway, yelling and weaving back and forth, at East End Road and Kachemak Drive. An officer went to the area but was unable to locate the man.
A caller at 12:33 p.m. reported suspicious activity in a parking lot on the Homer Bypass. An officer went to the area and found all was OK.
An officer at 7:31 p.m. assisted the Homer Volunteer Fire Department in locating a medical patient on Bartlett Street.
October 8
A caller at 10:09 a.m. reported that a business on Spit Road had been burglarized while it was closed. An officer went to the business.
A caller at 1:10 p.m. requested a welfare check on a friend on Klondike Avenue. Officers went to the location and arrested a 45-year-old woman for violating a domestic violence protective order, and took her to the Homer Jail.
A caller at 3:41 p.m. requested a welfare check on a friend on Cityview Avenue. An officer went to the residence and found all was OK.
A caller at 4:30 p.m. reported a woman acting strangely on the Sterling Highway. An officer went to the area and arrested a 26-year-old woman on an outstanding warrant.
A caller at 5:42 p.m. requested a welfare check on a family member on Beluga Circle. Officers went to the area.
An officer at 7:36 p.m. warned a driver at East Hill Road and Race Road for driving without a valid operator’s license or a driver-side mirror and warned the driver about an exhaust issue.
A caller at 9:41 p.m. reported an intoxicated woman yelling in a wooded area near Poop Deck Trail. Officers went to the scene and placed the woman in protective custody.
October 9
A caller at 10:24 a.m. reported people in the area of East End Road. An officer went to the scene and arrested a 26-year-old man on an outstanding warrant.
A caller at 2:33 p.m. reported a stranded otter being harrassed on Bishop’s Beach. An officer went to the area and the Alaska SeaLife Center was notified.
A 32-year-old man at 11:07 p.m. was arrested for driving while intoxicated by alcohol, refusing a chemical test and a traffic violation.
Troopers
September 21
Alaska State Troopers at about 1:45 p.m. responded to a report of a burglary at a residence on Alta Loop in Anchor Point. An investigation showed the residence had been broken into sometime during the night and numerous guns, cash, and other items had been taken. Levin Boone, 32 of Anchor Point, and Amelia Inman, 22 of Anchor Point, were identified as suspects in the burglary. Continued investigation into the incident led to Troopers recovering items stolen from the residence in Boone and Inman’s possession. On Oct. 3 at about 11:30 p.m. Troopers contacted Boone and Inman at a camp on Whiskey Gulch Beach and took them into custody on multiple charges. Boone was arrested and charged with multiple counts of misconduct involving a weapon in the third degree and multiple counts of theft in the second degree. Inman was arrested and charged with multiple counts of misconduct involving a weapon in the third degree and multiple counts of theft in the second degree. Inman was also taken into custody on an outstanding warrant for her arrest on an original charge of fourth-degree theft. Further charges are being anticipated for both Inman and Boone.
October 3
Alaska State Troopers on Oct. 3 received a report of a stolen fifth wheel trailer from a location near mile 2.5 of North Fork Road in Anchor Point. An investigation showed that sometime during the morning hours of Oct. 3, the trailer was removed by an older blue and white pickup. The trailer is a Wildwood model with the Alaska license 3642RN. There is possibly spray paint on one side of the trailer from a previous incident. If anyone has information on this incident please contact the Alaska State Troopers at 907-262-4453.
October 6
Alaska State Troopers at approximately 12:10 p.m. responded to a residence in Ninilchik after receiving a warrant tip. AST contacted Richard Knagin, age 27, from Kodiak. Richard had a felony $5,000 warrant for failure to comply with his conditions of probation. Richard was arrested and remanded at the Homer jail.
October 9
Alaska State Troopers at about 1 p.m. responded to a residence off East End Road for a disturbance. Troopers arrested Cynthia Shearer, 29 of Homer, after an investigation showed she had assaulted a family member with a knife earlier in the day. Shearer was arrested and remanded into the Homer Jail where she was held without bail. The family member was not injured in the incident.

Lee F. Swartz, 48, pleaded guilty to driving under the influence. He was fined $2,000 with $500 suspended and sentenced to 30 days on monitoring with 27 days suspended; ordered to pay $75 to support the Police Training Fund, a $150 jail surcharge with $100 suspended and the $198 cost of monitoring; ordered to attend an alcohol safety action program and install an ignition interlock device; had his driver’s license revoked for 90 days; and was placed on probation for one year.

Carli F. Rico, 21, pleaded guilty to fourth-degree criminal mischief. She was fined $500 with $250 suspended and sentenced to 30 days in jail with 30 days suspended; ordered to pay $50 to support the Police Training Fund and a $150 jail surcharge with $100 suspended; and placed on probation for one year.
Rheanna R. Tussey, 24, pleaded guilty to fourth-degree theft. She was fined $250, ordered to pay restitution in an amount to be determined, and ordered to pay $50 to support the Police Training Fund.
Howard L. Manser, 57, pleaded no contest to fourth-degree assault. He was sentenced to 30 days in jail with 30 days suspended; ordered to pay $50 to support the Police Training Fund and a $100 suspended jail surcharge; ordered to give a DNA sample if requested by an officer of the state; placed on probation for one year and ordered not to have contact with the victim of the assault.
